The pump motor was replaced.
This reduced the frequency of "flushing" events but did not eliminate them.
The glycol supply remains about 0.15 [C] higher than the control value.
Since July/20:
The PLC temperature controller is acting up. The pump intermittently
switches to full power.
Under investigation ...

Re-enabled the meta-controller
July/18 (13:00):
Shut down the meta-controller on pfs@guanaco, testing for interference
from a "guanaco clone" ... divergence ... ie. there is no other meta-controller
running.
